and Regulations |
Pursuant to the provisions of the Traffic Regulations passed by the
Board of Curators
of the University of Missouri, the following rules and regulations
relating to the
operation of motor vehicles and bicycles on University property by
students, faculty, and
staff and visitors and disciplinary actions for violations thereof
are hereby adopted.
I.
Registration of Motor Vehicles
- All students, faculty, and staff who wish to park a motor vehicle
on University property must register it at the UM-St.
Louis Police Department and are required to have a valid current
parking permit.
- All parking permits shall be obtained and used in accordance with
the regulations prescribed.
- The parking permits must be affixed inside rear window on the lower
left (i.e. driver's side) of standard automobiles. For convertibles,
station wagons, vans, and trucks - apply to inside front windshield,
lower right-hand corner (i.e. passenger's side). The parking permit
must be affixed to the vehicle within 24 hours after being issued and
shall be kept and displayed upon the motor vehicle for which it is issued
at all times. Unless the parking permit is attached, the vehicle shall
not be considered a registered vehicle.
- When a vehicle has been registered and another vehicle is acquired,
the new vehicle must be promptly registered.
- A replacement fee of $5 is charged for all lost parking permits.
- Student parking permits shall be issued for each Fall, Winter, Summer
and Intersession. Faculty and staff parking permits shall be issued
on an annual basis. Parking permits shall expire at the conclusion of
the term thereof or when a student withdraws from school or an employee
ceases to serve the University, whichever shall come first.
- During each registration period, convenient location(s) will be provided
for the vehicle registration. Student parking permits may be obtained
at the Cashier's
Office, 204 Woods Hall at all other times.
II. Parking Permits
- No motor vehicle may be parked on University property unless a parking
permit for parking on the designated area is obtained and properly displayed
on the motor vehicle.
- A parking permit is defined as a privilege purchased by the driver
to park a vehicle in designated parking areas during certain hours on
a space-available basis, A parking permit is not a contract between
the University and permittee provide space in any designated parking
area.
- The right is reserved at any time to revoke any parking permit, to
reassign any registered vehicle to another parking area, and to alter
the hours and days of restricted permit parking on any parking area.
- Students, faculty, and staff who have permits but are unable to use
the car on which the permit is affixed may apply for a temporary parking
permit at the University Police Department or transfer the static cling
permit.
- Alumni parking permits allow alumni to park anywhere on campus except
Handicap spaces, Service Vehicle spaces or a non-designated area. However,
an Alumni who is a currently enrolled student must purchase a student
parking permit. An Alumni who is an employee must obtain a faculty/staff
permit.
III. Operating Regulations
- Motor vehicles shall be operated on University property with the highest
degree of care.
- No motor vehicle shall be driven on University property in a careless
or reckless manner.
- No motor vehicle shall be driven in the opposite direction from that
designated on University property marked for one-way traffic.
- Motor vehicles and bicycles being operated on University property
must comply with all signs regulating traffic and parking as well as
all Missouri statute traffic regulations.
- Motor vehicles shall come to a complete stop for pedestrians in crosswalks.
IV.
Parking Regulations
- No motor vehicle shall:
- Be parked on University property not designated for parking purposes.
- Be parked in any driveway or walkway of University property so
as to hamper or impede the free use of the driveway or walkway.
- Be parked so as to use more than one parking space.
- Be parked in a parking area other than that for which the vehicle
is authorized.
- Be parked in a loading zone.
- Be parked while failing to display a parking permit as instructed
in Section I
(C)
- Visitors may park only in areas designated for their use.
- Students, faculty, and staff may park only in areas designated for
their use.
- Motorcycles will be parked in areas designated solely for that purpose.
- Bicycles are required to park in areas designated solely for that
purpose.
- Head-in parking is required for all vehicles being parked on the campus.
- All vehicles, whether registered with the University or not, which
belong to the immediate family of a UM-ST. Louis faculty or staff member
or to a student will be considered the responsibility of the faculty
or staff member or the student. All parking violations charged against
such a vehicle will be charged to the faculty or staff member or to
the student.
- Carpool parking permits may be obtained by registering all autos involved
at the Cashier's
Office and paying a maximum
registration fee. Carpool permits with two members are
assigned to park in regular student parking. Special permits are assigned
to carpools with three or more members, allowing parking in a reserved
space in garage C near the University Center.
- If a person is a member of a carpool, one parking permit is used for
all vehicles in the carpool. The permit admits only one carpool vehicle
on the campus at a time. It is the responsibility of the person who
is bringing the carpool vehicle on campus to see that the parking permit
is properly displayed on that vehicle. If it is not,driver shall pay
the daily parking fee. If another person in the carpool wished to bring
an additional vehicle on campus, that person must pay the daily parking
fee at the University
Police Department.
V. Daily Parking Regulations
Students, faculty, and staff who have not obtained a parking permit must
pay the daily parking fee at the University
Police Department to obtain a daily parking permit.
VI.
Disciplinary Fines and Actions
The following fines for violating the traffic regulations are hereby
established:
- A fine of $25 is assessed for failure to obtain a parking permit as
required in Section 1.
- A fine of $10 is assessed for improper parking as defined in Section
IV.
- A fine of $25 is assessed for failure to display a parking permit
as defined in Section I (C).
- All fines for Missouri Statute violations are assessed by the St.
Louis County Circuit Court.
- A fine of $25 is assessed for improper use of handicapped parking.
- A fine of $10 is assessed for overtime parking at the parking meters.
- Counterfeiting, altering, or defacing a parking permit or displaying
a counterfeit, altered, or defaced parking permit shall result in a
fine of $50.00 and a referral for disciplinary action.
VII. Notice of Traffic Violation and Payment
Fine
- Notice of traffic violations shall be given in the following manner:
- The original notice of the traffic violation is affixed to the
vehicle or issued to the person.
- Payment of the fine shall be made in the following manner:
- Anyone who receives a parking violation must (a) report to the
Cashier's
Office to pay the fee or; (b) appeal the traffic violation.
(See Section VIII).
- Failure to do either will result (a) in forfeiture of the right
to appeal; and (b) a hold being placed on the student's records.
This latter named action will preclude re-enrollment and issuance
of transcripts and diplomas. This hold can be removed only by payment
of the fine due. The payment of any fine by a student shall not
relieve the student from other disciplinary actions as may be provided
in these regulations.
- In the case of faculty and staff who receive a parking violation
and who fail to pay the fine or file an appeal (See
Section VIII), the amount of the fine will be deducted
from their pay.
VIII.
Appeal of Assessment for Violation
- Students desiring to appeal the assessment of a violation shall:
- Report to the University
Police Department and file a written appeal within two calender
weeks from the date of the University statement that was sent to
the student.
- The right of appeal shall be forfeited two calendar weeks following
the date of the University statement.
- A student who files a written appeal shall have the appeal heard
by the Student Court, established as provided in the Constitution
of the Student Body of the University of Missouri-St. Louis. The
recommendation of the Student Court shall be final, unless, within
one calendar week from the date of written notice from the Court,
the student files a request for review before the Vice Chancellor
of Student Affairs.
- The Vice Chancellor of Student Affairs, mentioned herein, shall have
the power to rescind or affirm the fee. Faculty desiring to appeal the
assessment of a violation shall:
- Report to the University Police Department and file a written
appeal with two calendar weeks from the date of the
University statement that was sent to the faculty member.
- The right of appeal shall be forfeited two calendar weeks following
the date of the University statement.
- Review shall be conducted by the Vice Chancellor for Administrative
Services. The decision of the Vice Chancellor shall be final. If
it is decided that a traffic violation fine should be paid, the
faculty member should arrange to pay the fine at the Cashier's Office
within two calendar weeks from the date of the notification of the
Vice Chancellor's decision. Failure to make payment will lead
to a payroll deduction.
- Staff desiring to appeal the assessment of a violation shall:
- Report to the University Police Department and file a written
appeal within two calendar weeks from the date of the University
statement that was sent to the staff member.
- The right of appeal shall be forfeited two calendar weeks following
the date of the University statement.
- Review shall be conducted by the Vice Chancellor for Administrative
Services. The decision of the Vice Chancellor shall be final.
If it is decided that a traffic violation fine should be paid, the
staff member should arrange to pay the fine at the Cashier's
Office within two calendar weeks from the date of the notification
of the Vice Chancellor's decision. Failure to make payment will
lead to a payroll deduction.
IX.
General Provisions
- The UM-ST. Louis Police
Department is authorized to impound remove any motor vehicle
illegally or improperly parked on the property of the University of
Missouri- St. Louis. All towing and storage charges accrued on account
of the impounding of the motor vehicle shall be paid by the owner or
operator of the vehicle.
- The UM-ST. Louis Police
Department, upon direction of the Chancellor or Vice Chancellor
for Administrative
Services of the University of Missouri-St. Louis, may temporarily
change the qualifications for parking on any parking area and prescribe
the temporary qualifications thereof.
- Students must park their vehicles in their appropriate area whenever
the University offices are open (e.g. Semester breaks, spring vacation),
even though classes are not in session. After 5:00 p.m. on Friday and
on weekends or holidays, students may park in the most convenient space,
with the exception of handicapped parking areas and loading zones.
- Friends or relatives driving a student's vehicle on campus are not
entitled to park in Visitor's Lots. They are required to
follow student parking regulations.
- Faculty staff, and students may only bring one vehicle on campus at
any one time.
- The University reserves the right to change the fee structure and
traffic rules and regulations at any time without prior notification.
- Permission for Handicapped Parking for faculty, staff, and students
shall be obtained through the University
Health Services.
- During normal working hours the University provides limited emergency
vehicle service, at no charge, to vehicles on Campus except for
fuel. Any person requiring such service (due to dead battery, empty
fuel tank, flat tire, etc.) should phone the University
Police at 516-5155 for assistance.
